In October, Royce appeared alongside Rep. Adam Schiff on a panel moderated by Politics editor of Politico, Charlie Mahtesian, during the ANCA-WR's centerpiece Grassroots Conference.

On Tuesday, a group of more than 400 activists gathered outside Issa's office to hold a "retirement party" for the congressman, complete with festive signs and a cake that read "out with the old, in with the new, bye Issa, we won't miss you".

As NPR's Jessica Taylor reported, there are now 31 Republicans not seeking re-election in 2018.

Since Wednesday's announcement, three Republicans have declared their intent to run for the 49th. "We need to celebrate what unites us, not what divides us".

"I can attend to Young's dedication and abilities because she worked for me for nearly 20 years, serving as a key advisor and community liaison", Royce said. "She is a tireless and dedicated public servant".

President Donald Trump on Monday formally nominated Marie Royce, Ed Royce's wife, to be assistant secretary of state for educational and cultural affairs.

The National Republican Congressional Committee expressed optimism that the seat will remain red.

Whether Issa's seat flips remains to be seen: although Hillary Clinton carried the district in the 2016 presidential elections, Inside Elections on Wednesday called the race for Issa's seat a toss-up.

Republican John Dadian, a former Issa campaign consultant, said, "Clearly the Republicans think it's their seat, so it's going to be a large field".

In a statement, Engel praised Royce, "a dear friend", for working with Democrats to produce bipartisan legislation. And there's a feedback loop: The more GOP incumbents opt to retire, the better the chances of Democrats taking over become, and the more attractive retirement looks for the members who remain. Now, he said, they have an abundance of challengers to choose from in most places. "The district has changed and he hasn't".

About a decade ago, Republicans held a 20-point registration advantage over Democrats in the 49th Congressional District, which includes wealthy seaside enclaves north of San Diego but also densely packed, diverse suburban communities.

"In this final year of my Foreign Affairs Committee chairmanship, I want to focus fully on the urgent threats facing our nation, including: the brutal, corrupt and risky regimes in Pyongyang and Tehran, Vladimir Putin's continued efforts to weaponize information to fracture western democracies, and growing terrorist threats in Africa and Central Asia", Royce said in a statement.

"While my service to California's 49th District will be coming to an end, I will continue advocating on behalf of the causes that are most important to me...", he said in his statement, in which he took at least partial credit for several developments, including the recall of California Gov.

It's truly an honor to represent the people of California's 39th Congressional District.
