On Tuesday, a group of more than 400 activists gathered outside Issa's office to hold a "retirement party" for the congressman, complete with festive signs and a cake that read "out with the old, in with the new, bye Issa, we won't miss you".
Since Wednesday's announcement, three Republicans have declared their intent to run for the 49th. "We need to celebrate what unites us, not what divides us".

The National Republican Congressional Committee expressed optimism that the seat will remain red.

And there's a feedback loop: The more GOP incumbents opt to retire, the better the chances of Democrats taking over become, and the more attractive retirement looks for the members who remain.
