Warm weather could cause ice jams

As the heavy rains end, temperatures are expected to drop rapidly and will be below freezing by Saturday afternoon, potentially resulting in flash-freezing.

The National Weather Service said ice jams can form when a long period of frigid weather is followed by a quick blast of warmer air, which causes the river to rise and chunks of ice to float downstream.

"This unusual change in temperature can be unsafe this time of year, as ice on roads and in waterways melt, and in order to ensure the safety of residents and travelers, I have directed state resources to be ready in advance for whatever Mother Nature brings our way", Governor Cuomo said. It was a message echoed by the state Department of Emergency Services and Public Protection.

"There is a lot of ice", he said. Flooding has been reported on Madison and First Streets.

In Middletown, Public Works Director William Russo said employees had spent the past few days removing snow from catch basins and clearing low-lying areas in anticipation of flooding. "Ideally, we'd like this thing to take place at noontime in broad daylight", said Pratt.
